Job Description:

Provides subject matter expertise (SME) on multi-intelligence discipline (INT) collection management (CM) in the realms of operational tradecraft, doctrine, policy. Conducts research and networks with fellow SMEs on CM issues across the entire Defense CM Enterprise (DCME). Councils clients on technical aspects of how to reach their objectives, writes position papers and recommendations, and briefs in support of, and on behalf of, the client team to the DCME at action officer, mid-, and senior-levels. Develops, proposes, and maintains policies and procedures for client programs; implements and executes said policies and procedures.

Work supports the DoD Functional Manager for CM (FM/CM), currently Joint Staff J26. SME will be applied to the following project categories: development, maintenance, implementation, and accreditation of the DoD’s CM certification program (Certified CM Professional) and its credentials; development and support of CM professionalization across the DCME and especially as applied to DIA civilian collection managers (e.g., job task analysis, position descriptions, career path guide, etc.); development of FM/CM level, and review of higher level CM-related tradecraft, policy, and doctrine on behalf of FM/CM; design, development, and potentially implementation of DIA-owned CM training programs; support of client at CM-related conferences, working groups, and other DCME, CM-related training, or CM-related certification meetings.

Work is all-inclusive. Everything from executive SME counseling to mundane tasks necessary to support any of the above projects.

REQUIRED QUALIFICATIONS: TS/SCI security clearance, minimum with the ability to obtain a poly.

10 years Multi-INT Collection Requirements Manager operational experience; expert MS office skills.

DESIRED QUALIFICATIONS: BS or equivalent; expert experience in DoD training programs; Instructor or Instructional Systems Design (ISD) certification; expert knowledge of DoD processes and terminology.
