State of Massachusetts Collections Manager in 600 Washington Street, Massachusetts

The Department of Transitional Assistance (DTA) is the state agency responsible for administering public assistance programs to low-income residents of the Commonwealth. DTA is committed to providing a high level of service to all those in need of our assistance. The mission of the Department is to assist and empower low-income individuals and families to meet their basic needs, improve their quality of life, and achieve long-term economic self-sufficiency. We serve one out of every nine people in Massachusetts – including working families, children, elders and people with disabilities. Our services include food and nutritional assistance, cash assistance, and employment supports. With our support, our clients are given the tools to improve their economic self-sufficiency.

This is a provisional appointment.


We are seeking qualified applicants for the position ofCollections Manager.Our ideal candidate will effectively manage the establishment of obligations and collection of funds associated with overpayments in the programs administered by DTA, including TAFDC, EAEDC, and SNAP (formerly Food Stamp) programs by utilizing DTA's online eligibility system, BEACON, and other systems. The Collections Manager will work closely with the Director to evaluate existing practices and offer suggestions for innovation and the enhanced use of technology.

The duties will include but are not limited to:

  • Oversee and monitor staff and functions of the Collections Unit.

  • Ensure that collections are recorded timely, posted to the proper account and that cash payments are reconciled with the bank lockbox deposits.

  • Implement change and identify opportunities and techniques for improvement, to increase the efficiency of recovery collection operations.

  • Review and submit required reports to Federal and State agencies.

  • Review and approve SSI Interim Assistance net retroactive payments.

  • Review and approve BEACON A/R cash refunds.

  • Ensure quality customer service to recovery subjects and other DTA units.

  • Respond to inquiries from DTA senior management concerning recovery-related matters.

  • Review and analyze reports and facilitate any resolution of discrepancies.

  • Assist with external audit activities.

  • Identify staff training needs.

  • Perform managerial functions of hiring, corrective action, and employee performance evaluation.

  • Develop and implement procedures and guidelines to accomplish goals and objectives.

  • Perform related duties as required.


  • Solid background in revenue or recovery-related initiatives in the public sector as well as a familiarity with EOHHS and state agency regulations.

  • Proven ability to provide excellent customer service.

  • Dynamic leader.

  • Proven ability to establish effective working relationships with staff.

  • Friendly and approachable but able to make tough decisions.

  • Master’s degree in business administration or public policy preferred.

  • Knowledge of the principles of accounting including terminology

  • Knowledge of Billing and Collections procedures

  • Ability to read and interpret documents such as financial reports and accounts

  • Demonstrated attention to detail and experience with managing accounts receivables and producing reports

  • Strong oral and written communication skills

  • Ability to prioritize and manage multiple responsibilities

  • Ability to deal tactfully with others

  • Ability to correctly enter payment information in systems by examining records and documentation

  • Ability to write concisely, to express thoughts clearly and develop ideas in logical sequence

  • Proficiency with Microsoft Office Applications (Excel, Word, Access and Outlook)

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.


I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
